PRESALE and NEW JERUSALEM PROJECTS
1- The neighborhoods: all of Rechavia, parts of Kiryat Shmuel, Talbieh and Sharei Chesed have new zoning laws which will permit buildings to add on storeys and enlarge apartments. As a result, a seller has to pay a betterment tax , Hatel Hashbacha, when he sells his property. The tax can be as high as 50% of the value of the add-on potential to the property. Strange as it seems, the amount of tax to be paid will only be known after the sale has been completed.
As a result, some sellers have taken their property off the market or have passed the expense of the tax onto the buyer, either through higher prices or as an agreement that is part of the purchase contract. (There are appraisers who specialize in reducing the tax amount significantly)
If you are considering selling your property in these areas, it is advisable to check with your lawyer.
