1- Regarding Unoccupied Jerusalem Apartments:
The Jerusalem Municipality will begin charging double the current rate of municipal tax (arnona) on the city’s “ghost” apartments. The apartments, owned by foreigners and used for vacations, sit empty most of the year, yet are a direct link to housing shortages and higher prices in the capital. Jerusalem “ghost” apartments will be charged 223.56 shekels per square meter in municipal taxes. (As reported on Arutz 7)
2- New Property Purchase Tax Laws Approved January 2016
Overseas buyers and investors will also benefit from the new law. There is an 8% purchase tax on a purchase up to NIS 4,898,615 and 10% on the amount above that.
For example: If you purchase an apartment for NIS 5,000,000, the tax will be 8% on the amount NIS 4,898,615 = NIS 391,721 and 10% on the balance = NIS 10,339. Total tax to be paid on the purchase = NIS 402,068. The tax on the same purchase under the old tax law would be NIS 403,998.
For a first apartment purchase for an Israeli citizen:
On a purchase up to NIS 1,600,175 - no tax to be paid.
On the amount above NIS 1,600,175 till NIS 1,898,005 - 3.5%
On the amount above NIS 1,898,005 till NIS 4,896,615 - 5%
On the amount above NIS 4,896,615 till NIS 16,322,055 - 8%
On the amount above NIS 16,322,055 - 10%
3- As we reported in our previous Newsletter #84, with all the difficult news of the situation here in
Israel, the real estate market is busy. There is a shortage of resale apartments in many neighborhoods. Overseas buyers not yet making aliyah are purchasing a home in Israel for the future or for investment- residential as well as commercial, especially from Europe and North America. Israelis too, are active in selling and purchasing homes for personal use and investments.
